Arjun (Balakrishna) wants to establish his IT empire in Uttar Pradesh area. He tries his best to get hold of the area but encounters insults. But at the same time, what he finds is that people are seeing him as Dharma, a cop. What is the connection between the two? Who's Dharma? What happens in the end? Forms the story of the movie.
After a long time, Nandamuri Balakrishna played the role of a powerful cop and we can say that the actor's energetic performance will definitely give a visual feast for the fans. Balayya went under the skin of the character and has delivered an amazing performance in the film. Both Sonal Chauhan and Vedhika's mesmerizing beauty made the movie even more glamorous. Both the actresses will also get good marks for their performances in the film. Bhumika Chawla's screen presence will be a delight to watch. She suited well for the movie and her role added more strength to the film. Prakash Raj and Jayasudha performed really well in the film and have delivered finest performances. Parag Tyagi and Sayaji Shinde's performance also became a plus point for this film. Naagineedu acted well in the movie. The rest of the characters also made their presence felt.
Director KS Ravikumar focused more on the hero character and elevations of Balakrishna's role. Though the director has succeeded in grabbing the attention with his elevation and action sequences, the lack of a proper story and his poor execution of the story line became the minus point for the film. His narration is decent and the dialogues by Paruchuri Murali are quite impressive. Production values by CK Entertainments and Happy Movies banner are very rich. Music by Chirantan Bhatt is astounding. His songs are good and Chirantan has given some memorable beautiful and energetic tunes for the movie. Cinematographer Ram Prasad has produced some bright visuals for the film. Editing by Kotagiri Venkateswara Rao is neat.
Lack of a proper solid storyline will be the biggest minus point for this movie. The director focused more on the action sequences, commercial elements. Instead of giving importance to the storyline, the director took a regular and simple storyline but the director has succeeded in impressing the audience with his narration. The way the director has handled the storyline and showcased Balakrishna's role is simply superb. When compared to the first half, the second half is boring and some of the scenes felt draggy. Apart from these minus points, Balakrishna's performance, narration and action sequences became the plus points for this film. On the whole, 'Ruler' is one-time watch.
